[Lnc-business] EMAIL BALLOT 200603-01: Change authority to cancel Orlando contract

Here are my thoughts and what I intend to do.  This motion is not out of
order and Ms. Mattson noted correctly a pattern of behaviour.  And I fully
believe that if we start one on a policy manual change the chair will then
try to claim it can't apply to existing contracts though it certainly can.
I encourage people to vote on this ballot and on a policy manual change
that I am going to workshop with people off list.

If at the end the chair rules this one out of order still, I will appeal
the ruling of the chair.  It is unfortunate that our chair is making things
so tedious but if that is the game we are forced to play, I will do for the
good of the Party
