I vote no.

I think it's an overreaction to require that the LNC approve convention
contracts.  The COC is created to specialize in those details, and they
shouldn't have to argue with an entire board (many of whom may have never
done a convention contract before) over the size of the room block, F&B
spending patterns, etc.

I would vote in favor of a narrow clarification that it requires an LNC
action to cancel a convention contract.

Also, this creates a contradiction with PM Section 2.02.7, which says one
of the COC tasks is:  "reviewing and approving in a timely manner major
elements, such as contracts, the convention budget and the convention
program."

This policy would also require LNC action to approve an a/v contract for
the convention because it exceeds $25k, which I think the COC should be
able to do on its own.  Would it also apply to our F&B orders for
convention?  They're part of the convention contract, but we have to sign
off on the BEO forms which are kinda like a contract.  I just think the COC
needs to handle those without a need for LNC intervention.
