[Lnc-business] EMAIL BALLOT 200606-1 AMEND POLICY MANUAL 2.04.3

We are allowed to debate in a ballot threads.  So I will continue to.
Starting separate threads disconnects the debate from the votes.  We have
always been allowed to debate in ballot threads.  I appreciate it is not
your preference, but I do not surrender that right.
