Geoff,
I just resent the motion, as revised, without any accompanying arguments. However even if your ruling is no longer material in this case, I do request you withdraw it for the record to avoid setting any incorrect precedent if it is not withdrawn or challenged, since I believe the ruling to be based on an incorrect reading of the bylaws as I described below.
