I don't want to clutter the State Chairs list with our internal stuff...

Mr. Chair - there are two courses of action:

    1. Implement what you suggest below immediately. I bet staff could get
this working with at least a few states well before the LNC Session in
Phoenix next month. If we do this, I suggest staff add a short explanation
on the "Membership Center" page of what we are doing, and why (ie - the
FEC makes us do it this way).

    2. Ask our FEC consultant if states can collect money for National
Memberships on their web sites, either as separate transactions, or maybe
even as one transaction. In the latter case, the state would send the money
to National from their state bank account. Isn't that legal even if a state
is not FEC-filing?

I suggest you wait until next Wednesday to make sure all LNC members have
had a chance to read this thread. If you don't get any significant
objections, then please ask staff to implement what you wrote below, and
hopefully get started on implementing number 2 above.

TIA.

If a joint checkout solution, i.e. Person A gives $X to LP Texas and

$Y to the LNC from the same webpage, but in separate payment

transactions, is legal under FEC rules and the relevant state

campaign finance rules, I would direct that we implement it assuming

the cost is reasonable, the effort is manageable with our staffing,

and it doesn't derail other priorities.

I don't foresee LNC resistance to my providing that direction to staff

and/or request of the IT Committee. If there is resistance to that

from the LNC, I would work very hard to overcome that resistance.

One of our jobs as a national committee is to be of value to our state

affiliates. I intend that we will do that job.

     Nick
