[Lnc-business] LP Puerto Rico motion

I would cosponsor if the language about the Bylaws Committee matched
Starchild's description. Maybe:
and Be it Further Resolved, that it is the sense of the Libertarian
national Committee that the 2018 National Convention Bylaws Committee
should create a Bylaws amendment establishing delegate representation for
all Party Sustaining members who do not live in a current affiliate."
I don't want to say the LNC will support it because, first, the LNC
shouldn't, in my view, take such a position, and second, we haven't even
seen the proposal yet.
