[Lnc-business] September meeting, prior to asking for co-requestors

Alicia, I am fine with shorter.  If things are not completed, we discuss
another one.  Let's shoot for two hours then for goals at a minimum though
I really would like my transparency proposal to be heard as it is
prerequisite to an empower committee proposal I am working on with Joshua.
