Since I won't be on the call, I'll make my comments on the motion now:
I don't want my phone number or email address posted publicly. I get
enough spam calls and email as it is. It's bad enough as it is. Change
the language to require that our membership is able to submit comments,
and leave it vague so we could do things like put a contact form on the
website or something similar.
Remove language about "the reflector". We should not codify any specific
technology, and should instead codify that information shall be made
public.
All I think this will do is create a bunch of "informal meetings" and
"executive sessions", with the unintended consequence of creating more
incentive to hide what's actually going, if for no other reason than to
avoid the bureaucracy created. In short, this doesn't solve the problem
at all.
I think there's a very good place for transparency. If we're going to
block-grant money to committees, then yes, there will have to be some
level of accountability for those expenditures. Personally, I don't like
the idea of giving committees individual spending responsibility. I
prefer, instead, to have committees bring spending proposals back to the
LNC to approve; for the purpose of expediency, committee expenditures
could be considered approved unless specifically objected to. That
creates checks-and-balances at a level where our members have the direct
ability to hold LNC members accountable.
There's also good reason to deny transparency as proposed. The Ballot
Access Committee, for instance, has discussed sensitive information. In
order for that committee to function, members have to be able to freely
express themselves. Essentially, we would have held every single meeting
since I became chair in Executive Session, which is just silly.
Many governing bodies have transparency requirements that might provide
some guidance. Requiring minutes be archived. Requiring the use of an
archived mailing list that, while not immediately available to the
public, could be publicized later. There are many other options
available.
In preparing the Ballot Access Committee report for December, I plan to
collect all of the information I can which exists for the period before
I was on the committee, and combine it with the information gathered
after I joined the committee. I plan to work with the committee to
provide this detail in the report, along with the minutes of each
meeting we've had since I joined the committee.
I believe that the legitimate call for transparency is really a call for
accountability. I fully intend on being accountable; not just to the LNC
but to the members of the party. I don't need a bylaw to be accountable.
Our members should demand transparency, and hold our elected leadership
accountable, accordingly, if they're not.
However, I have serious concerns that any codified transparency
provision will only serve to make the party less strategic, less
transparent, and/or more bureaucratic.
That's my $0.02 on the matter.
