[Lnc-business] Historic Preservation Committee Version 2

	Thanks, Caryn Ann. Based on these assurances and the other information you and Ken have supplied indicating that a good search for hosting providers was undertaken, etc., I will support the motion, despite some concerns over the wording and process. 

	As a general matter, I think the LNC should make committee appointments rather than just appointing a chair and leaving it to that person appointing others. That's a recipe for committees being stacked, even if a committee chair were not to take the extreme step of failing to appoint anyone else and acting as a committee of one. Hopefully the work in question of preserving the party's history and setting up LPedia as a functional wiki to facilitate this won't be controversial. 

	After the website has been allowed to sit fallow for so long, enabling that work to get done under the management of someone who understands what needs to happen is certainly a big positive and I really didn't want to oppose getting this going, but I do want to echo Joshua in saying for the record that the wording about appointments could be problematic in other circumstances. Ditto for authorizing expenditures without more detailed language in the motion specifying how the funds are to be spent. 

	I continue to feel that we need solid procedures for ensuring that all significant expenditures are subject to competitive bidding and a widely visible effort is made to find qualified volunteers prior to staff or contractors being hired or paid to do stuff. Unfortunately we can't count on everyone being as conscientious about spending as you are.
