[Lnc-business] Draft #2 - Outreach Committee Proposal

Alex I will get with you privately. A light went off for me in this last
iteration, and I now enthusiastically support with more clarity than I had
before, and I see you struggling with wording in the same way I was with
the historical committee and empathize. This is a tough crowd.
