[Lnc-business] Judicial committee

Two At-Large received a majority of votes. Sam Goldstein and Joe
Bishop-Henchman.
Concerning the other three At-Large vote-getters, I don't think it's for
the LNC decide to overrule the delegate body, which did vote for a
suspension of rules and to accept the top-five, even if some didn't have
a majority vote.
