[Lnc-business] Notice for Policy Manual Budget Motion

I am of the thought that the proposed budget be submitted under the current
rules and the LNC works together to go beyond that if needed and prior to
passing. If the practice is not meeting the rule, perhaps that is partially
why we found ourselves in a hole this time last year and I suggest
submitting a new budget with a list of further considerations for the LNC
as a whole to work through.

The budget is supposed to be worked on and adjusted as needs and funds
arise. It is not meant to be proposed and passed blindly without
workshopping.
