[Lnc-business] why are we actively soliciting refunds

I also red-flagged when I saw the email blast encouraging delegates to ask
for refunds.  Perhaps the thought is that delegates who have already
obtained refunds are more likely to vote against adjourning to a future
in-person event?  Even the LNC voted for there to be a future in-person
event.

LP Bylaws Article 6.3 says the chair's authority is "subject to express
National Committee policies and directives."

A/V costs are already a very large percent of our total costs, and the
in-person event will necessarily have INCREASED a/v costs due to social
distancing needs.  We really need those attendees to purchase packages.
